Welcome to the DFL Toolkit!

Digital Financial Literacy (DFL) involves having the knowledge, skills, confidence, and competencies to safely use digital financial products and services. DFL is crucial to ensure the implementation and safe use of DFS for migrant workers and their families.

The DFL toolkit is designed to support remittance service providers (RSPs) and financial service providers (FSPs) to develop DFL programmes that empower migrant customers and remittance recipients by improving their level of voice, choice, control and skills . 

The objectives of the DFL toolkit are to support RSPs and FSPs to develop DFL programmes that:

  • Improve the digital financial literacy knowledge, skills and abilities of migrant customers and their beneficiaries.  
  • Strengthen the capacity of migrant customers and their beneficiaries to use digital remittances and remittance-linked DFS independently and safely.    
  • Ensure that RSP and FSP customers know their rights, DFS-related risks and preventive measures.​   
  • Make end users aware of consumer protection and redress mechanisms.  

The toolkit contains 17 self-learning modules directed at migrant customers and remittance recipients that cover key DFL topics linked to 5 thematic focus areas of digital payments, digital remittances, remittance linked financial services, foundational knowledge on financial planning & management, risks and safety, and consumers’ rights and responsibilities. 

The toolkit has been developed to be adaptable for different modalities and formats of implementation, with the goal of arriving at DFL programmes that are both gender responsive and migrant centric.

The Implementation Guide

The implementation guide provides guidance to RSPs and FPs on how to use the material presented in the DFL toolkit to develop and implement customized DFL programmes in line with the characteristics, needs and goals of their target audience. ​
